Fresh install 19.3 on RHEL 8 failed on prereq run level check

Linux version : 4.18.0-240.15.1.el8_3.x86_64

export CV_ASSUME_DISTID=OEL7.6

Trying install 19.3 and RU 19.9

Always fails on prereq run level check during runInstaller

Health check validation for Oracle 19c preinstallation (linux) passed in all check and failed only on certified check (A00100OS Certified?FAILEDNot certified [Red Hat version]), but normally, we fake RHEL7 withCV_ASSUME_DISTID=OEL7.6 ?

any idea how to bypass this prereq ?
