EPBCS 21.03 - Has anyone received an XML Load Error: DTD is prohibited in Smartview?

In Smartview, we are receiving an error while trying to connect to planning via Shared connections. The URL is correct and the same user can login via another desktop computer without error. We believe it is either Excel (which has been uninstalled and reinstalled) or Windows security settings. This same user can connect to ERP URL via smartview without error. Before the error appears, the login page will flash.
