Solving [Blank] data load error

I'm currently trying to bring data from my company's Average Balance Ledger to FCCS but running into a problem with the import. When I execute the data load rule in Data Management nothing gets loaded. When I check out the log it claims that every row is blank despite the fact it clearly shows values (actual amounts were replaced with 0 for this post)

[BLANK] "0000","Total","000","10140","4154","USD","Average Ledger","0000","00000","450","Actual","PATD","321","0000",100

What is the best method to troubleshoot why these rows would have a [Blank] error?
