rebuilding index and gather stats

I have oracle GI 19c on linux 7 with DB 19.3 installed 2 nodes, i would like to know if there is a ways to know if indexes on a specific schemas needs to be rebuild and stats to be gather knowing that oracle default maintenance windows are enabled on the system, but I keep wondering if these windows are enough or I should schedule a manual gather stats job and if yes when its required to that and are the Default oracle jobs dealing with index rebuilding
