P4021 does not consider -FSCU to Display ATP

Deras,

We are on Apps 9.1 + TR 9.2.3.1 and found after MRP run, the P3413 and P4021 peovided the different ATP numbers for H rule items on their 1st ATP bucket.

P3413 will deduct past due 2 forecast numbers (-FCSU) to count the ATP, however P4021 will not. This is very confusing since not everyone other than planning users can read P3413, and so P4021 can be important to most users to inquire the supply and demand purpose.
