Oracle Reports 11gR1 to BI Publisher 12C

Oracle Reports is on its terminal release, will be out of support in 2023 and Oracle say that end users should switch to BI Publisher. What is the effort on converting Oracle 11g Reports to BI Publisher instead of going to Reports 12C?
