a User when open "New" menu in Report and Analytics see only "Report Job" and "Action" items

I have application user when open "Reports and Analytics" and open "New" menu he can see only "Report Job" and "Action" items and can't see Analysis, report, dashboard,... and other items in this menu, while other users that have the same role and data access can see all normal items in the "New" menu

The user has the below application roles:

• Accounts Payable Manager
• Accounts Payable Supervisor
• Accounts Payable Invoice Supervisor
• Accounts Payable Payment Supervisor
• Accounts Payable Specialist
• Employee

I give the user all required BU, Ref. Data Set, and Data Access Set for all roles

Note. Other users that has the same setup can see usual items in New Menu and can create analysis and reports related to their function area
