Restrict Tax calculations

Can someone help me with the below questions?


1) What is the best possible way to restrict the taxes based on ship-to country. Let's say, shipping from USA to Canada, and don't want to calculate taxes.

2) How to restrict calculating taxes for marketplace orders(3rd party orders) for some states within USA.
