EBS 12.1.3 Import personalization updates properties but doesn't seem to apply

I've successfully exported the personalizations to suppress the rendering of a button on a self-service page.

Render set to False for Site, Org, and Responsibility.

in a different instance I'm able to import the personalizations (all 3 xml files) but the button still renders.

The import indicates it was successful listing the 3 xml files

Checking the properties I see they've been set to False ?!?

if I simply hit the Apply and return to the application the button is no longer rendered !

what am I missing ?
