Why is PS collecting municipal tax for 7401 BETTSVILLE LOCL S.D. SENECA COUNTY, OHIO?

PeopleSoft system is withholding 7401 BETTSVILLE LOCL S.D. SENECA COUNTY, OHIO but according to MasterTax Bettsville S.D., OH is no longer collecting municipal tax, as of 12/31/2020, according to the OH Tax Finder.  Is this expected in Tax Update 21-B to be eliminated?
