Error Page on OA Framework Page for Funds Disbursement

in Technology Stack - EBS (MOSC) Question

My users are sporadically receiving an error page on the Payables Manager Funds Disbursement page when processing a payment process request. It says:

Error Page

You have encountered an unexpected error. Please contact your system administrator for assistance.

I have tried enabling diagnostics but the Error Page does not have a link on it.

The Funds Disbursement page is an OA Framework page. What log file do I look in for an error message?
