Refreshing Compa-Ratio without entering a new Job Row

We are on PeopleSoft and currently on PUM 37.

Is it possible to update the Compa-Ratio on Job Data when the employee did not receive a pay increase in the new year? We don't want to create a customization nor do we want to enter any unnecessary rows.

For example, Salary Grade updates made effective 01/01/2021, during merit process employee didnt receive an increase so no Job Data row entered for 2021, compa-ratio still shows based on 2020 Salary Grade information.
