Is the tax account reflected in a sales transaction dependent on the address of the customer?

Good day!

I would like to verify if the tax account reflected in the sales transaction is dependent on the address of the customer.

Example:

  1. Customer A is addressed to the Philippines. When we create a sales invoice, the tax account reflected is correct.
  2. Customer B is addressed to India. When we create a sales invoice, the tax account reflected is the default tax account (Global Configuration). The default tax account is different from the expected tax account reflected in Customer A's sales transaction.

We tried changing the address of customer B to the Philippines and created a sales transaction and it reflected the expected tax account. With this, is the tax account dependent on the address of the customer or do we have just an incomplete setup in our Tax Manager?
