Hyperion Planning - Freeze a scenario

Hello,

I would like to freeze a scenario and continue to write and run rules for another scenarios.

Example: I want to freeze "Forecast" and continue working on "Budget".

In the member "Forecast" I can change the start/end year and block the users from writing, but I also have several business rules where I execute Forecast/Budget. So, I would like to know if there is an effective and simple way of blocking the scenario from executing also in the business rules?
