California ACA - Patch 31630996 for Test Data - Need help on instructions

We are on 12.2 EBS and I just loaded the patch 31630996 in a test instance in order to generate the test file for California submission. First off, after I loaded the patch, I checked the package body version for ben_aca_xml_process_states and it was version 29 not 30 as indicated in the zip file we download. I ended up running the benacaxst.pkb create/replace package statement to get that updated. Not sure if I should have done that.

I created the dummy org Darrtestfile per the instructions and ran the benaca05_ca_1.sql script to create test data.

The next step says to "Assign a responsibility to the new Business Group 'Darrtestfive' and log in with this responsibility" in order to run the Benefits ACA Transmission XML Generation Process. I don't know how to assign a responsibility to a business group/org. What is the navigation for that?
