Order Level Discount modifier Not Available In view Adjustments LOV of sales order header

using oracle E-business suite r12 management

How can one select this order level modifier manually on the header of an Order/Quote?

Created modifier Discount Type. set to the Order Level.

Pricing Phase is header level Adjustments. No Incompatibility Group is specified.

When one goes to an order and selects Actions > View Adjustments from the header,

none of the modifiers are available for selection in the Modifier No LOV.

How can one select this order level modifier from the List of Values (LOV)?
