Datapatch ORA-20001: Latest xml inventory is not loaded into table

hello

im trying to patch oracle 12.1.0.2.0 with patch id 31985579

but i get error ORA-20001: Latest xml inventory is not loaded into table

OPatch Version: 12.2.0.1.24

System IBM AIX Power 64 bit

Connected to:

Oracle Database 12c Enterprise Edition Release 12.1.0.2.0 - 64bit Production

With the Partitioning, OLAP, Advanced Analytics and Real Application Testing options

SQL> select NODE_NAME, INST_ID, INST_JOB from opatch_inst_job;

no rows selected

SQL> select dbms_sqlpatch.verify_queryable_inventory from dual;

VERIFY_QUERYABLE_INVENTORY

--------------------------------------------------------------------------------

ORA-20001: Latest xml inventory is not loaded into table

SQL> exit
