12.1.3 and19c db upgrade with utl_file_dir change causing T4 PDF request to fail

EBS 12.1.3 on premise - Red Hat Linux with separate DB and APP tiers.

I have completed the upgrade to 19c database following "Interoperability Notes: Oracle E-Business Suite Release 12.1 with Oracle Database 19c (Doc ID 2580629.1)". As it says "During the upgrade, you will also perform steps to migrate directories defined for PL/SQL File I/O to database directory objects. This requirement is due to the desupport in Oracle Database 19c of the UTL_FILE_DIR database initialization parameter." I then referred to Using UTL_FILE_DIR or Database Directories for PL/SQL File I/O in Oracle E-Business Suite Releases 12.1 and 12.2 (
