Requirement Designation removal from Block Enroll

Hello, I'm finding that when I go to Adjust Class Associations and remove a requirement designation, and then use the "Class Roll" function to auto-generate a Block/Mass Enrollment transaction, it does not remove the Designation (rather, it doesn't do anything). Is this right or is there some setup that we are missing?
