How to configure ALC Reporting Ledger at Subledger level with configurations for Create Accounting

Oracle R12 .1.3.

we are configuring our ledgers to use ALC Reporting ledger for USD$. Accounting setup is at the Subledger balance level. We are needing to use historical fx rates and weighted average costing configurations to calculate the accounting going from Primary ledger to the ALC reporting ledger. We believe there is a way to use Extensions to assist with the configuration. Anyone have knowledge on this, is there work involved in the Cost Manager with the extensions and or Cost Management_SLA for the create accounting program. We don't want to change the accounting for the
