How to start from scratch with P42210?

I am using Enterprise One version 9.2, tools release 9.2.4.4

I came from a company where we used P42210 to address commitment problems. It's a very useful application. I'm at a new company and they are very interested in using it, but they have not used it previously and they have more than 3,000 records that show up, many of them are years old.

Is there a way to do a reset to be able to use this application? There is no time or will to investigate 3,500 records to see what is legitimate still.
