User assigned User Management and Security Administrator Unable to find Results in Search

in Performance - EBS (MOSC)

Oracle R12 user is unable to find any results when searching for a user in User management. The user has been assigned Security Admin. Other users assigned UMX and Security Administrator are able to use the search function. This one particular user is unable to search
