Enable Budgetary Control for Project Budget

Do we have any white paper on enabling budgetary control on project budget?

We are on Oracle Applications 12.1.3 and are using the project costing module as well. It is basically being used for recording CIP projects & their expenses in the system & their capitalization & transfer to FA. Budgets for projects are also created in the system but there is no budgetary control.

Budgetary control is enabled at the accounting setup manager of our primary ledger, but it is not enabled at payables or purchasing.

Can someone please let us know what needs to be done to enable budgetary control on projects.
