AOM components not starting after 21.2 upgrade

Hi team,

We have recently upgraded from siebel ip16.18 to 21.2. When siebel server starts few AOM components are not starting.

When I verified with EnableSafeboot=True services are starting fine and able to access application.

Once I revert back the EnableSafeboot param , again my AOM components are not coming online.

Ent log file:
