Method to Delete 0 quantity 0 amount Expenditure Items

Is anyone aware of an Oracle acceptable method to delete 0 quantity/0 amount Expenditure Items from the related tables that come from OTL.


We have millions of these items since OTL functionality allows for processing 0 hours. I'm aware of the preferences in OTL so 0 hours don't have to be entered but we have over 10 years worth of data already existing in Projects.
