Do I need a licence to partition wf_items table in Workflow if I don't have RAC.

I have Oracle EBS 12.1.3 installed, in the Oracle Workflow Admin doc, it says you can run the wfpart.sql to partition the wf_items table and three others for performance. My question is do I need a licence to partition these EBS workflow tables. Or is it included in the EBS licence.
