Some employees are unable to view payslips on ESS - new user account solves issue

Oracle EBS R12.2 - Employee Self Service:

Some employees are unable to view their payslips on Employee Self-Service, but only from a certain point forward.

Once a new user account with same details as previous account is created, the employee can view all payslips again.

  1. What could the initial issue be that the employee cannot see all the payslips?
  2. Why does the new user account solve the issue?
