FLSA Calculation on-cycle Vs off cycle

PeopleSoft 9.2

An on-cycle check was processed with a range of dates greater than one pay period and the calculation divided the amount by week and recalculated the FLSA overtime for the periods. An off-cycle check was processed with a range of dates and the calculation didn't recalculate the overtime. Why are the on-cycle and the off-cycle calculations treating the transactions differently?
