Cannot Assign Delivery into Order

Hi.

I have couples of order that cannot be assigned to delivery although the delivery numbers are exists, here is one of them.

I tried to assign delivery number 'TTP2103300003Z' to the order, but I can't find anything in the search delivery form.

I check on the delivery form it's exists

I used API to assign delivery into lines, but this one can't be assigned even if I assign it on this shipping transactions form.

fyi Auto-create delivery works fine though.

Where I need to look at for this issue?
