What prevents all Activity Source Meaning attribute values from appearing in work order dashboards?

We are running Oracle EBS 12.2.9. We have just updated our ECC for Enterprise Asset Management from v3 to v5. Following the update, only a few of the Activity Source Meaning work order detail attribute refinement options were populating. This was not an issue in v3. What is causing this limitation and what can we do to resolve this issue so all Activity Source Meaning values will be available?
