External table priv issue

hey all again thanks for your time,

we just updated to 19c and moved from hpux to linux rh and we are havng an issues with external table

ORA-20011: Approximate NDV failed: ORA-29913: error in executing ODCIEXTTABLEOPEN callout

ORA-29400: data cartridge error

KUP-04040: file table.dat in DATA not found

we granted 777, got kup-04040: file in not found, then changed 775 on the dir still kup-04040: file in not found.

i recreated everything exactly as it is in the production set up but in a tmp file and it worked.

What am i missing? The SA is saying its an oracle problem but this test proves otherwise. What could be set on the "prod" dir that is causing the issue. We insured oracle was in all the appropriate groups
