DB upgrade and11.2.0.4 version extended support expired

Hi

We are using the application 12.1.3 and DB 11.1.0.7. We are planning to upgrade both version. In that we asked our doubt in oracle and they insist as "if planning for EBS 12.2 upgrade, you DB need to be atleast 11.2.0.4, further 12.1.0.2."

In this we need some clarification. I mentioned in the below. Please clarify.

1) First we upgrade the DB 11.1.0.7.0 to 11.2.0.4 then upgrade to 12.1.0.2 at the time of upgradation process itself. Am i right? or we need to upgrade the DB 11.1.0.7.0 to 11.2.0.4 and later we upgrade the DB 12.1.0.2. Please clarify.

2) The DB 11.2.0.4 version extended support already expired on dec'20. Can we upgrade the same version? Please reply.
