Access denied after changing password of celladmin user

I have 4 cell nodes in my Exadata setup. I changed the "celladmin" password for all 4 nodes. I used the traditional way to change the password by loging into each cell node as root and then "passwd celladmin".

I can login to 2 cell nodes but cannot login to the other 2 cell nodes.
I am getting "Access denied" error. I am sure that I am using the correct password.

login as: celladmin
celladmin@ce801xm's password:
Access denied

What am I doing wrong ?

My Linux version : Red Hat Enterprise Linux Server release 7.9 (Maipo)

Also I tried using "Celladmin Password Keep Getting - Permission denied (publickey,password)
