Password function for SYS/SYSTEM accounts

Hi team,

We need to assign certain password complexity for SYS and SYSTEM user accounts for our database 12.1.0.2.0. As i can see in Doc ID 2157218.1 i cannot simply user password verify function provided by Oracle ?

As i can see there is work around by using OID/AD way to authenticate. Which one is simpler to set up ?

I have limited time to implement this so i need some guidance regarding this.
