TNS connection not working without adding domain to service name

Hi

We have a 19c database and while trying to connect remotely to that database using tnsnames.ora we noticed that IF we do not add the domain name to the service name we are unable to connect

So, WORKS does work fine but when we try to use DOESNOTWORK we get this error


What are the factors that could impact this? Is it possible for us so that remote connections does not require us to have the domain name added to the service name?
