Creation of Code Combinations in Oracle without enabling Dynamic Insert

Hi,

Can anyone please help us, if there is any option for creating code combinations in oracle ebs r12 without enabling dynamic insert through oracle API.

Business needs this kind of approach instead of data loader approach, which is time-consuming and business cannot do any other work when data loader is working.

Appreciate for quick response.
