EESTSCHG Workflow

We want to trigger a change of status workflow from the HR team when they touch an employee, NOT from the Manager workbench. Is there a way to achieve this goal?

We need to have HR trigger this for change in job and business unit because this needs to feed into our AP and PO approval processes within JDE.
