When BenAdmin runs how is eligibility determined?

We are on PS 9.2 PTools 8.58. We have a question around BenAdmin (PSPBARUN process) we are trying to determine when we run BenAdmin, is the system looking at base benefits when comparing the plans (and event rules) and determining what is eligible or is it looking at the last event that was processed and is that what it's basing it on?
