Courtesy Tax Withholding Setup Oracle EBusiness Suite R12.2

We would like to set up courtesy tax withholding for employees working in one state but who file tax returns as a resident of another state. I am struggling with the tax withholding only for the tax resident state but without having the wages accumulated to that state since they should remain in the work state. If anyone is able to assist with tax withholding setups at both the Company and employee level that would be much appreciated.
