Dynamic Purchasing System tendering process

Does Oracle support a Dynamic Purchasing System as this is a public sector compliant process and would be really useful to use. There are new public procurement regulations for the UK which may come into effect in 2022, in this we need the ability to re-open a tender once awarded and at this time I cannot see how to do this within Oracle Cloud Sourcing Module.
