19c - RU, RUR and Critical patches

Hi

We are confused about the patching strategy when it comes to 19c

We have been using the N-1 approach for the Release Updates and that is 4 times a year, i.e. every quarter

So we apply the latest -1 RU on our databases

It seems that in addition to RU there is this critical patch updates that also are 4 times a year with the latest one that came out this week .

Our question is that If we are only applying the RU, does the critical patch are included in that RU?

What is the recommended strategy when it comes to applying critical patch updates?
