Transportation 9.2 - Delivery Charges for Rural Postal Codes

We have a situation where carriers charge an additional Delivery Charge for specific postal codes for every 100 lbs. I have setup 4 different Rate Definitions (DELCHG-1, DELCHG-2, etc). This was done because of the 25 record rule for LookUp Table 1 (weight ranges). Lookup Table 2 holds all the specified postal codes. I need to have the system look at the first definition (DELCHG-1), and if it does not find the weight range, go on to the second definition. When I add the Rate Definitions to my test schedule, I get an error that says the weight is not
