EPAY -Paycheck Modeler forces the goal Balance from additional Pay?

HCM 9.2. When an employee has an additional pay and they go into Paycheck Modeler and want to model an increase to their additional pay (more than what's left between goal balance and goal amount) , it will not let them. It Allows them to enter the amount but when the calc the paycheck model, it changes it to the difference between the goal amount and goal balance. Is that expected behavior and is there away to let an employee model that situation?
