Issue with CLOB - Value or Numeric Error

in PL/SQL (MOSC) Question

Hello,

I have a PLSQL Proc which is constructing CLOB with HTML content.  I am using to_clob and am not able to figure out what exactly is the issue. 

Please advise what am I doing wrong?

The procedure is returning the error shown below:
