Executing Pre-shutdown Script before shutdown.target, reboot.target in SYSTEMD

I have a script that I'd like to have execute to completion prior to RHEL7+ (SYSTEMD) reboot/shutdown occurring.

The script creates a full target blackout in OEM and will perform a DG switchover if the db's on the server are primary DBs.

My issue is that when SYSTEMD does a shutdown, the databases, and oem agent go down immediately.

I've tried several things.. closest thing I've got was from this suggestion... https://www.mauras.ch/systemd-run-it-last.html

Any assistances/guidance would be appreciated.
