Autoinvoice error in the output log

EBS 12.2.3, Db 12.1.0.2

We get an error in one clone running the Autoinvoice Import Program

Errors:   1) Error during sending of XML request document.:ORA-29273: HTTP request failed
               ORA-12541: TNS:no listener

This does not error in any other clones or production.

What does the auto invoice program do that it needs to out out to a different server? We use Vertex. Is it trying to connect to the Vertex server?
