Wip move completion before countpoints on a router.

R12.2.9 upgraded from 11i

Wip Move Transactions form

In 11i we could complete a job at any step, even if there were future count points on the router. To Move is not active.

In r12 it is moving the parts To Move even if that is not active, due to the count point on the router.

Is there a way to duplicate the 11i function in R12 or am I fighting against an old customization?
