Unable to refurbish Serialized item - Change Non R Item to R Item

We are in Oracle eBS Ver 12.2.9 / Depot Repair

We have two inventory orgs Warranty Org W1 and Depot Repair Org D1.

In W1, as part of Warranty Process, we create a Service Request, and through Advance Exchange process, a Service Order is created and the Serialized item A is shipped out first to the customer and the Defective Serialized item (Non R) is received later into W1. 

Once these Non R item is received in W1, a Direct Org Transfer is done to D1, and here we create an another Service Request with Non R item mentioned in SR Header and Service Order is created which is associated with Service Type 'Refurbishment'. At the time of creating WIP Job through Depot Workbench, when the user is trying to create a repair job, after choosing the option as 'Change Part' and updating the Job Item as "Item R", and retaining the Original Item as "Non R", the LOV is throwing an error message 'FRM-40212: Invalid value for field
