EBS 12.2.9 (oacore_server1) hungs with overload "ResourceLimitException pool EBSDataSource"

We upgraded recently to 12.2.9 EBS.

1 Apps Tier node, we intially had 1 oacore_server1 and increased Xms 1024M, Xmx2048M.

Monday 4/26/2021, again it hung and found oacore_server1 "overload" so we added on same server 2nd oacore_server2.

Wednesday 4/28/2021 again, hung and found oacore_server1 "overload" message have to bounce that.

oacore_server2 was good. no issues.

What is your recommendation to mitigate the issues?
