Why is MRP trying to expedite frozen PO lines? (E1/9.2)

We are moving some manufactured items to purchased. We need to keep manufacturing these until the POs arrive in several months. To do this we set the freeze code (URCD) on the PO lines to Y. MRP is recognizing that the orders are frozen with the appropriate message (F) appearing but at the same time it is also asking to Expedite those same POs which is a problem.

I tested this in our prototype environment and it has the same behavior. I also tested freezing an open WO and that functioned as it should. MRP showed a message that it was frozen and did not try to expedite or defer it.
